Contemporary copy, probably from 1858, of a file of instructions and other documents dated July 23-Aug. 14, 1858 establishing guidelines for awarding and implementing government contracts for the purchase of provisions and equipment for the military expedition to Cochin China. The 18 articles, compiled by Agustín de la Cavada, chief accountant of the Contaduría General de Ejército y Hacienda, describe standards which all merchandise must meet; mandatory inspection by the Office of Military Sanitation; pricing guidelines; procedure for submitting sealed bids; delivery of goods and live animals; return of defective merchandise; and responsibility of the accounting office for proper packing and storage of all merchandise. Accompanying the instructions are lists of estimated quantities of additional food, animal feed, equipment, hospital supplies, and liquor and tobacco needed for the Cochin China expedition. The file also documents official government action on the instructions and lists between July 23 and Aug. 14, 1858, including letters to the intendent general Ramón Sardina, from Cavada in the accounting office; from Cacaña, legal advisor for the Treasury Dept., from state's attorney Carlos Pareja y Alba; and from the captain-general of the Philippines, Fernando de Norzagaray. On August 10, 1858, Cavada forwards a revised version of the instructions and supply lists, incorporating changes made by Pareja y Alba. The special council of the treasury, the Junta Superior Directiva de Hacienda, accepts the revisions on Aug. 13, 1858, and on Aug. 14 Norzagaray gives final approval of the council's decision.
